1.                  Minutes of May Meeting

2.                  Matters Arising

2.1.              ACIS - re access to No 1 Ash Grove to carry remedial repairs to Village Hall - no letter sent at present.

2.2.              ATC. Used the playing field to pitch their tents on Sat/Sun 6th /7th July. A donation of £20 has been received.

2.3.              Fingerpost survey - no fingerposts in the village - no information submitted.

2.4.              Bins in playing field- Chairman Brian Hunter empties these on a regular basis.

2.5.              Boggle Lane, Normanby Rise end. The Chairman spoke to Chris Miller, footpaths officer re the boggy condition of Boggle Lane. Due to last years outbreak of Foot and Mouth he has a backlog of work to do. This has now been done to a satisfactory standard and the footpath is now back in use.

3.                  Highways

The chairman contacted Highways re the overgrown footpath along Mulberry Road, the hole that had appeared in the middle of the road up Normanby Rise and the height of the verge obstructing the view to the south where Normanby Top road meets the High Street. All these jobs have now been done


4.                  Police Report

On Saturday night 22nd June 2002 damage occurred in the village. A car bonnet and wing were badly scratched, a window was broken, plant pots and garden furniture were tipped over or rearranged. Police are asking for information.

5.                  Neighbourhood Watch

The West Lindsey Crime and Disorder Partnership will be giving a presentation on helping to reduce crime. Local police officers will be at the meeting to answer any questions. The venue locally is Caistor 7:00pm Thursday 18th July 2002 in the Town Hall and Market Rasen at 10:30am on Tuesday 30th July 2002 in the Festival Hall.

6.                  Planning

An emergency planning meeting was held in the Village hall on Tuesday 28th May 2002 to discuss an application to erect a double garage at Mr Mark Bakers (as minuted). No reply from planning as yet.

8.                  Walter Segal Self Build Trust

Problems with Village Hall

 

·           Small

·           Difficult to maintain

·           Disability & Discrimination Act

·           Provision of access for disabled people would be costly

 

Paul Hilton described the Walter Segal Self Build Trust

 

·           No prior knowledge of building required

·           Service to community

·           Village hall design, funding, construction, etc

·           Community to build

·           No charge if not built

·           Nominal charge if built and funded

·           Representative would give talk to village

·           Build on playing field

·           Sell existing hall

·           Brian Hunter explained the problems converting the existing hall

·           Timber framed building

·           Small piles

·           Environmentally friendly

·           Turf roof

·           Solar collectors

·           Use of playing field explained (covenant)

9.                  Correspondence

9.1.              Liz Holmes discussed the History of Claxby presentation set for Tuesday 16th July 2002 in the church. One copy would be given free to each household with extra copies available at £4.95.

9.2.              Water rates Village Hall at £120 per annum is cheapest business rate. Would be reduced to £60 if registered as charity.

10.              Any Other Business

10.1.          Letter to Mr Trevor Lyle thanking him for the use of the marquee.

10.2.          Normanby Rise footpath should be wide enough for a wheelchair and            there should be drop kerbs. Highways to be contacted

10.3.          Petty graffiti on swings, slide and see saw.
