Minutes of the Regular Parish Council Meeting

Held in the Village Hall on Tuesday 11th May 2004 @ 7:30pm

The Chairman Brian Hunter was re-elected, proposed Councillor Frank Mandville, seconded Councillor Paul Hilton, all in favour.

 

The Vice-Chairman Paul Hilton was re-elected, proposed Councillor Wendy Roe, seconded Councillor Mary Sharp, all in favour.

2. Matters Arising

 

None

 

3. Highways

 

There will be a temporary road closure to all vehicular traffic on Park Road from 17th May to 21st May 2004 for carriageway maintenance work. The alternative route is via Pelham Road to the A46 and vice-versa. Councillor Paul Hilton to ring highways re siting of signs in more appropriate locations.

 

The Chairman rang highways after the last meeting ref the verge side of the road falling away at the Pelham Farm end of the village, subsidence near Cotswold Lodge, potholes up Normanby Rise near the reservoir, between St Peters and The Lodge, four near the entrance to the radar site, three in the dip in the road and four more between the dip and the telephone exchange towards the High Street. All of these have been promised attention.

The Clerk reported that letters had been received from Edward Leigh MP and Councillor Bernard Theobald regarding the A46 junction. As yet there is nothing positive to report.

 

4. Police Report

 

Nothing to report other than NHW below.

 

5. Neighbourhood Watch

 

The 18th meeting of the neighbourhood watch will be held at Gainsborough police station at 7:30 on Thursday 20th May 2004. Anyone to accompany the Chairman would be welcome.

 

On 17th April 2004 a white Iveco Ford lorry index L606 KVT with two scruffy males approximately 35-40 years old was seen in Holton-le-Moor in suspicious circumstances. It is believed this vehicle is travelling the villages and the police are very interested in talking to the keeper of the lorry.

 

A fish seller in the area is using a blue Ford Escort van K317 KUY and a white Mercedes drop-side lorry H625 WAL. Any sightings please inform police or CID at Market Rasen police station.

 

6. Planning

 

The newly erected outbuildings in the garden of Simba on Mulberry Road were discussed.

 

7. Treasurer's Report

 

Balance of £2,569.25 was reported. The 2003/04 Annual Accounts were circulated.

 

8. Playground

 

Quotation from K Salmon to concrete a 20’ x 20’ area to include the existing concrete base at a cost of £1007.00 excluding VAT or removing existing base and replacing all with new concrete at a cost of £1107.00.

 

The goal post supports have been fitted and the nets will be added shortly.

 

9. Notice Boards

 

The notice boards have now been erected and this item is to be removed from agenda for next meeting.

 

10. Bus Shelter

 

Councillor Paul Hilton to write to the Countryside Agency. Grants amounting to 25% of the cost to £1000 were reported to be available.

 

11. Correspondence

 

A letter has been received from Liz Holmes to be discussed under Village Fete.

 

Request from ATC Immingham Branch to use the playing field for camping out for Duke of Edinburgh award on Friday evening 4th June to Sat morning 5th June 2004 and to use the toilet facilities in the village hall. The group usually give a donation of £20.00 and the donation from 14th /15th June 2003 has been overlooked.

 

12. Village Fete

 

There was a meeting held on Friday 23rd April 2004 to discuss the Claxby fete and evening event proposed for Monday 31st May 2004. The next meeting will take place on Monday 17th May 2004 at Liz Holmes bungalow, Teesham, Boggle Lane at 7:30pm.

 

13. Annual Audit

 

The Audit Commission Annual Audit for year ended 31 March 2002 was discussed and signed by the Chairman and Clerk. The figures used to prepare the audit are posted on the Claxby web site (www.claxby.org.uk)

 

14. Any Other Business

 

A village “Open Garage” sale was discussed. There will be a similar event in Tealby on Sunday 13th June 2004. Councillor Mary Sharp to gauge success rate.
