Minutes of the Regular Parish Council Meeting

Held in the Village Hall on Tuesday 14th September 2004 @ 7:30pm

Draw 100 Club numbers. Meeting opened 7:35 pm. There was one member of the public in attendance

Due to the resignation of Councillor Frank Waterman another councillor is required. Mr George Brumby of 2 Ash Grove, Normanby Rise has applied for the vacancy that exists on the Parish Council.  Mr Brumby was unopposed after the statutory 14 days notice of vacancy.

 

Proposal that Mr Brumby be co-opted onto the Parish Council, proposed Councillor Paul Hilton, seconded Councillor Mary Sharp. All in favour, the proposal was carried unanimously.

 

The Chairman welcomed Mr Brumby as a Councillor and the Declaration of Acceptance and Code of Conduct were signed.

 

1.        Minutes of July meeting

Proposed true record Councillor Wendy Roe, seconded Councillor Mary Sharp.

2.        Matters Arising

a) Following the report that the telephone box needed cleaning the Chairman rang BT on two occasions.  The telephone box has still not been cleaned despite these repeated requests to BT.

b) The Chairman asked Andrew Lyle if he would kindly cut the hedge round the playing field whenever convenient.

c) Due to other commitments the fence at the rear of the village hall still needs repairing.

3.        Highways

A number of potholes appeared on Normanby Top Road outside the telephone exchange and radar tower.  These were repaired the day after the Chairman notified Highways.

The resurfacing of Park Road and Mulberry Road is now complete.

4.        Police Report

Noting to report.

5.        Neighbourhood Watch

A message was sent out to co-ordinators regarding several car breaks but a youth has been arrested in Market Rasen for these incidents. Unfortunately as usual no one is notified of detected crimes.

6.        Planning

The extension to Simba on Mulberry Road was approved after being discussed at two Planning Services meetings.

An application to extend the garage at Corner Farm was discussed. The Parish Council had no objections to the application.

7.        Treasurer's Report

A balance of £5,051.00 was reported. An outstanding invoice for the hexagon swing (£4,984.17) and a VAT repayment (£1,936.55) means that the true balance is actually £2,003.38.

8.        Playground

All the equipment is now installed. The spoil from the hexagon swing excavations has still not been removed because of the bad weather and lack of availability of teleporter and trailer due to harvesting.

The 100 Club have applied to the Lincolnshire Community Foundation Grant Fund for £7,000 to install a cantilever swing and a budget trail.

10.    Correspondence

Letter from Gill Saywell (100 Club) asking for confirmation that the Parish Council will accept responsibility for the extra equipment should the bid for funds from Lincolnshire Community Foundation Grant Fund be successful (see item 8 above). Letter to be sent confirming acceptance of responsibility.

Two horses were seen in the playing field. The Chairman to look for suitable signs to be added to the No Dogs sign at the gate.

In early 2005 WLDC is to supply each household in Claxby with two wheeled bins, one grey for domestic refuse and one blue for recyclable waste. The grey bins will be emptied weekly, the blue one fortnightly, both on Tuesday.

A number of hedging plants and trees for around the playing field are to be ordered from the Trees for Parishes scheme run by LCC.

11.    Village Hall

The construction of a multi-use centre was discussed. Paul Hilton explained that an initial £50,000 funding is available from LCC, Ruth Chevins may be able to attend the next meeting.

12.    Village Activities

A picnic was held on 1st August 2004 in the field at the rear of The Old Smithy in memory of Tim Woods who sadly passed away on Thursday 8th July 2004. The Chairman extended the Parish Council’s sympathy to the Woods family.

The harvest festival will be held on Sunday 19th September 2004 at 6:00 pm in St. Mary’s Church, followed by a harvest supper in the Viking Centre.

The possibility of a bonfire and firework display for November 2005 was discussed but problems due to insurance and training in the use of pyrotechnics may make this impossible.

13.    Hedges

Andrew Lyle is to cut the hedges around the playing field when weather conditions permit.

14.    Any Other Business

The boardwalk on Boggle Lane may be extended. The reason the land in this area is so wet is that the dyke may be blocked.

Paul Hilton reported that he will probably resign at the next meeting due to emigration to Australia.

15.    Agenda for November Meeting

As September but without Hedges.

16.    Date, time and venue for next meeting

Tuesday 16th November 2004 at 7:30 pm in the Village Hall.

 

No other business and the meeting closed at 9:00pm.
