Minutes of the Regular Parish Council Meeting

Held in the Village Hall on Tuesday 18th January 2005 @ 7:30pm

Letter of resignation received from Councillor Paul Hilton. “It is with a sense of genuine sadness that I write to confirm my intention to resign the position of Vice Chair of Claxby PC as I am emigrating to Australia. I would like to take this opportunity to put on record my genuine appreciation for having been entrusted with playing a small part in the enormous good work carried out by you all. In closing would you please pass on my best wishes to the residents of the village I have been unable to meet personally because of the rapid departure.”

 

A letter has been sent to the Electoral Officer notifying him of the above with a request for the relevant paperwork to advertise the vacancy that now exists.

 

1.        Minutes of November meeting

Proposed true record Councillor Frank Mandville, seconded Councillor George Brumby.

2.        Matters Arising

At the November meeting it was recorded that Andrew Lyle had cut the hedge round the playing field at no cost to the village. We have since received a bill for £52.88.

The Clerk has kindly collected 104 hedging plants and 12 trees from Horncastle to be planted in the village as part of the Trees for Parishes scheme.

A donation of £125 was made to St Mary’s Church regarding the contribution towards the cost of maintenance of the churchyard.


3.        Highways

Footpath light No 8 has been repaired but recently No 9 has failed.  The Chairman rang lighting department and also reported the amount of ivy growing up the poles and blanking the light. This was to be attended to week commencing 17th February. The Chairman also rang YEDL to report ivy growing into the overhead electric cables as sparks were seen at the top of the poles. YEDL are treating this as urgent.

The Chairman also rang Highways regarding the holes along Normanby Top (which have now been filled in) and also the dip in the road between the pig unit and the railway. This will be dug out and re-laid shortly.

4.        Police Report

On the evening of Friday 14th January 2005 a 4x4 was stolen, the wheels removed and the vehicle set on fire on Mr Brants beet pad next to the radar station.

5.        Neighbourhood Watch

The Chairman attended the NHW meeting on Thursday 25th November 2004 at Gainsborough Police Station. There has been an increase in membership and several points on crime prevention were discussed.

6.        Planning

Moat Farm have applied for permission to demolish the old farmhouse and rebuild a new one.

Letter to be sent to WLDC re the lack of planning permission for the garage on the Cherry Lea car park

7.        Treasurer's Report

A balance of £1320.00 was reported.

8.        Playground

The 100 Club have not yet been successful in obtaining the grant from Lincolnshire Community Fund.

Ralph to move spoil from playing field when weather improves and the ground is hard enough.

9.        Bus Shelter

Nothing to report.


10.    Correspondence

Resignation letter from Paul Hilton.

11.    Village Hall

The Clerk to organise a Village Hall committee and contact Amy Nicholl.

12.    Village Activities

A Christmas Tea on Saturday 11th December 2004 was suggested. The Chairman will contact Sue Griffin to organise but Sue didn’t feel she had time to organise one, no one else volunteered.

There was a Carol Service on 19th December 2004 in St Mary’s Church, the church was filled to capacity yet again.

Ian Hall is to give a falconry display in the church on Friday April 8th 2005.

The Claxby Open Gardens afternoon has been set for Sunday 19th June 2005.

13.    Any Other Business

Road lights on Normanby Rise were discussed. A census approximately 6 years ago was not in favour.

Mr and Mrs Bell, Woodlands View, complained about fireworks being let off in the playing field on New Years Eve.

A number of potholes have appeared near the verge near Heathfield.

Large amount of mud on the road near Fenwicks Corner.

There have been a number of reports of cars not stopping at the corner of Mulberry Road and Normanby Rise. The Chairman asked for car numbers to be recorded if possible.

As  January meeting but without Bus Shelter.

15th March 2005 at 7-30pm

 

No other business and the meeting closed at 8:55pm.
