Minutes of the Regular Parish Council Meeting

Held in the Village Hall on Tuesday 15th March 2005 @ 7:30pm

1.        Minutes of September meeting

Proposed true record Councillor George Brumby, seconded Councillor Wendy Roe.

2.        Matters Arising

Due to the resignation of Vice Chair Paul Hilton a vacancy on the council exists. The Chairman asked if anyone was interested to fill the vacancy and Mr Shane Bennett applied. He was proposed by Councillor Mary Sharp and seconded by Councillor Ray Mitchell. Mr Bennett of 4 Cherry Lea, Mulberry Road was then co-opted onto the Parish Council.

The Chairman then asked for a councillor to accept the role of Vice Chairman but there were no takers.

The mud on Fenwicks corner was cleaned up soon after the last meeting.

Market Rasen police have been notified of the number of vehicles failing to give way on the corner of Mulberry Road and Normanby Rise and of the excessive speed at which they travel down Normanby Rise through the 30mph speed limit. This is going to be monitored in the future.

3.        Highways

Footpath light No 9 has been repaired but since then Mrs Surfleet has reported two more lights not working at the north end of the village. These have been reported to the lighting department.

YEDL contacted the Chairman re the ivy on the poles. They said that they had hundreds of poles in the area in the same condition and will attend to ours in due course.

The large dip in the road along Pelham Road near the pig unit and the deep hole that appeared have now been repaired. Additionally the holes near Heathfield have also been repaired.

4.        Police Report

Nothing to report.

5.        Neighbourhood Watch

Nothing to report.

6.        Planning

Moat Farm has been granted permission to rebuild the farmhouse using reclaimed bricks and pantiles.

Mulberry House have applied for permission for a conservatory at the rear of the property.

Letter sent to WLDC re the lack of planning permission for the garage on the Cherry Lea car park.

7.        Treasurer's Report

A balance of £1320.23 was reported.

8.        Playground

Climbing frame is to be removed. Councillor Ray Mitchell offered to do the job.

The quotation from Sterling Timber for a new pavilion in the playing field was discussed.

9.        Correspondence

A letter from St Mary’s Church asking for village support for restoring the organ and would welcome a resolution or statement from the Parish Council on behalf of the village to confirm that the church and organ particularly are seen to be of value and accessible to all, and that the restored organ would be enjoyed by a significant proportion of the village. All councillors and members of the public in favour.

A letter was received about the finances required to build the swimming pool in Market Rasen. Councillor Ray Mitchell volunteered to attend the meeting.

10.    Village Hall

Nothing to report. The Clerk still to organise a Village Hall committee and contact Amy Nicholl.

11.    Village Activities

Ian Hall is to give a falconry display in the church on Friday April 8th 2005.

The Claxby Open Gardens afternoon has been set for Sunday 19th June 2005.

12.    Annual Return 31st March 2004

The Annual Return was signed by the Chairman and Clerk.

13.    Any Other Business

The pane of glass in the small notice board on the Village Hall wall has been smashed and also the window at the far end of the pavilion on the field. The pavilion has also been entered and items of crockery taken out of the cupboard and broken. It was agreed to report this to the police as Burglary and Criminal damage.

 BT to be contacted re inside light in the telephone box not working.

A lock is to be purchased for the playing field gate.

A quotation to be requested from Ross for repairing the damage to the pavilion.

The maps have at last been placed in the notice boards.
