Minutes of the Regular Parish Council Meeting

Held in the Village Hall on Tuesday 16th January 2007 @ 7:30pm

1. Minutes of November meeting

 

Proposed true record Councillor Frank Mandville, seconded Councillor Wendy Roe.

 

2. Matters Arising

 

Items to be discussed under appropriate agenda items.

 
3. Highways

 

A number of emails from Lincolnshire County Council highways read out and the following points discussed.

 

It appears that due to the lack of both street lights and 30mph repeater signs the speed limit on Normanby Rise is unenforceable. Larger 30mph signs and 30mph repeater signs are to be installed.

 

The kerbs at the junction of Normanby Rise, Mulberry Road and Park Road are to be altered to allow dropped kerbs to be installed.

 

4. Police Report

 

PCSO Roy Walkling gave an update on current police matters, including warning of lorry driver, crime figures and van passing through village on regular basis.

 

The NNPP was discussed but the second meeting has still not taken place yet. The NNPP minutes have still not been published.

 


5. Neighbourhood Watch

 

Overnight on the 7th /8th January 2007 a van in the village was broken into and power tools stolen and overnight on the 10th / 11th January 2007 a car was stolen. There have been several break-ins and thefts in the Market Rasen area this month. A building site on Gallamore Lane was broken into, a car was stolen on Waterloo Street and Blanchard’s Taxis was broken into and cash and a car stolen. Recently WLDC warned that two males were “cold-calling” in villages across our sector. They claim to be working for the council but they are not. It is believed they work for an insulation company called KHI. The public are advised not to open their doors to persons they do not know, and to verify the person’s identity. The elderly and vulnerable people are targeted. A video is available for showing to these people.
 

6. Planning

 

Plans have been submitted for the extension to the cottage at the bottom of Boggle Lane. The Councillors had no objections to the plans.

 

7. Treasurer's Report

 

Balance of £993.84 was reported.

 

8. Playground

 

The hedge around the playing field has been cut.

 

Twenty trees were planted alongside the hedge on Sunday 14th January 2007.

 

9. Correspondence

 

Letter from Annie Williams was read out. She wishes to look after Bristows corner as part of her Duke of Edinburgh’s award. Letter to be sent confirming Councillor’s agreement.

 

Other correspondence was discussed under Highways.

 

10. Village Hall

 

Village hall committee postponed until the new year.

 

Rural Training hired the village hall on Monday 15th January 2007 for the sum of £50.00.

 

New quartz heaters are to be installed after the precept has been paid to the Parish Council.

 

11. Village Activities

 

On Friday 22nd December 2007 there was an organ recital in the church to celebrate the restoration of the church organ.

 

Mrs Ann Hill of 2 Mulberry Road has moved to Helmsley and Mrs Judith Pilbrow and her boys have moved into her house.

 

Sadly on the 5th January 2007 Mr Ron Bell of 4 Woodland View passed away. His funeral was on Friday 12th January 2007.

 

The second meeting for the Open Gardens event is planned for 24th January 2007.

 

12. Any Other Business

 

Due to personal circumstances Mrs Ann Hill has not attended any Parish Council meetings since 25th July 2006 and, as the Chairman has not received any letter of resignation, her position as a Councillor has expired automatically after six months non-attendance. The post of Councillor and Vice Chair is now vacant.

 

There has been a complaint re the siting of the dog bin on Bristows corner. It was suggested that it be moved adjacent to the litterbin. WLDC council would probably do this when the kerbs are altered – see item 3 Highways.

 

There have been numerous reports of rats at the traveller’s site. Email to be sent to Wayne Lambert at WLDC.

 

A fence has been erected on St Mary’s Lane less than one metre from the tarmac. Email to be sent to Highways.
